E-LEARNING COURSES DEVELOPMENT INTELLECTUAL METHODS FOR ADAPTIVE LEARNING [№ 4 ' 2019] Modern professional education is characterized by a steady trend towards the transition to digitalization and personification of training. Modernization of professional education is currently associated with the introduction of adaptive, practice-oriented and flexible educational programs. At the same time, existing platforms for creating e-learning courses, for example, the most popular system Moodle, do not yet have the ability to intellectualize the learning process, flexibly adapt the educational content to the individual needs of students, do not contain convenient intellectual tools to support developers of online courses, automate routine operations for structuring educational content. To solve these problems, we have analyzed approaches to the development of e-learning courses, identified development stages and requirements for e-learning courses, developed a model of e-learning courses and a model of data collected in the process of e-learning. Based on the developed models, we suggest intelligent methods for creating e-learning courses: an algorithm for structuring materials for an e-learning course, an algorithm for hierarchical classification of materials for a course according to thematic blocks, an algorithm for primary ranking of educational items in complexity and significance, an algorithm for initial determination of the dependencies between blocks and elements of a course. Logical and physical architecture of an intelligent platform for creating and maintaining courses for Moodle has been developed. The use of intelligent platforms for the creation and maintenance of electronic e-learning courses will significantly increase the efficiency of the course authors and will expand the choice of courses in the regional digital educational environment, which will positively affect the quality of training.

METHODOLOGICAL ASPECTS OF USING THE VIDEOCONFERENCING PLATFORM IN THE CONTINUING EDUCATION SYSTEM [№ 3 ' 2019] All major browsers began to support WebRTC technology, many video conferencing systems switched to WebRTC as the main technology. But there still remain problems of controlling the quality of voice and video, especially in multi-point conferences, where there is no time to control each participant and there is no way to quickly reconnect some of the participants. The work is devoted to the possibility of automatic objective quality control of perception on the client side for both audio and video streams for the operational solution of WebRTC transmission problems.
Bakhareva N.F., Polezhaev P.N., Ushakov U.A., Shukhman A.E. MANAGEMENT OF ENTERPRISE SOFTWARE DEFINED NETWORKS [№ 13 ' 2015] The existing solutions for enterprise networks have a number of drawbacks. First, there is a problem deciding where to install the security tools, which are usually placed at the subnet borders. This leads to the fact, that they only handle the traffic transmitted through them. It reduces the level of network security. Second, there is the problem of the efficient network traffic routing while ensuring quality of service at the appropriate level. To solve these problems we propose the usage of the software-defined network technology. On the base of this technology, the prototype's architecture for network security system of enterprise SDN is proposed. It includes the implementation of the algorithms for firewall, authentication, routing and delivering QoS. The proposed authentication algorithm for enterprise SDN supports IEEE802.1x, EAP, RADIUS, LDAP, WPA2-EAP. SDN is used to isolate the data streams of different users with the ability to create any number of isolated virtual networks without restrictions of VLAN, and to implement additional access control by firewall. The experimental results of the prototype research show the efficiency and suitability of the developed algorithms for enterprise SDNs. The results can be used to deploy enterprise SDNs in companies of the Orenburg region.

SIMULATION MODEL OF VPN NETWORK WITH DYNAMIC AUTOCONFIGURATION [№ 13 ' 2015] Nowadays virtual private networks (VPN) are widely used to connect distributed network segments. We have developed the concept of self-organizing virtual private network based on cloud technologies. Deploying VPN can be greatly simplified by using the automatic configuration of network devices based on various algorithms for determining the network topology as well as routing methods. VPN control and routing algorithms may be studied on the basis of simulation. The article presents the simulation model of a self-organizing VPN. Testing has revealed the dependence between increasing the network load and node communication failures. The VPN simulation model can be used to conduct experiments on any topologies, as well as for development of the network segment simulator.

DEVELOPMENT OF MULTISERVICE MULTIPOINT VPN NETWORK WITH DYNAMIC AUTOCONFIGURATION [№ 9 ' 2015] Nowadays the usage of enterprise VPN services is integrated in every large company. SOHO and SMB also use VPN for connection with Internet providers, VoIP, banking transactions. Our approach suggests to automatize building and using multipoint VPN topologies. We also proposed the cloud to build full-mesh dynamic multipoint VPNs based on routers using scripts. During research the prototype of autoconfigured VPN network was developed. Its experimental research showed good results in performance and memory consumption, reflecting great horizontal scalability of cloud VPN server. Proposed concept of autoconfigured network based on customer profile showed viability. We plan to extend it to the direction of network traffic management. We also propose to implement the full-mesh network for customers without the server for traffic transmission, which will further reduce the cost for customers.
Ushakova O.A STRATEGIC PLANNING IN THE REGION PROCESS OF IMPORT SUBSTITUTION [№ 8 ' 2015] The imposition of sanctions against Russia and the aggravation of the international economic and political conditions, exacerbated the need to intensify the import substitution process, including at the level of national and regional policies. Under the import substitution refers to a type of economic strategy of the state and the regions, which is primarily focused on the protection of domestic producers by replacing imported goods of national production. The result of the implementation of the import substitution strategy is to increase the competitiveness of their products due to technological upgrading of enterprises and increasing their efficiency, development of new types of products with high added value. The strategy of replacement of imports by domestic counterparts in the region should be carried out gradually by stimulating the production of simple goods to high technology and high-tech products through the development of production technologies and raising the qualification level of the staff. Implementation of regional import substitution strategy will entail the following changes: the development and implementation of the latest achievements of scientific and technological progress, improving the level and quality of education; increase employment, reduce unemployment and improve living standards; strengthening the economic and food security of regions and the country as a whole; increase in demand for domestically produced goods and the expansion of production capacity; conservation of foreign exchange earnings and the improvement in the trade balance of the country and regions. Analysis of the import structure of the Orenburg region to determine the most critical commodity groups of the region, which should be used as the basis for selecting priority directions of the concept of import substitution strategy. The objectives of the regional strategy of import substitution: achieving technological independence in critical areas; capacity building for the development of global markets; ensure regional surplus of the trade balance; ensuring economic and food security of the region and the country as a whole. Thus, the modernization and transformation of the economy of regions of Russia on the basis of the import substitution strategy must ensure maximum self-sufficiency and stability of the Russian anti-crisis model of innovative growth.

DEVELOPMENT OF STRATEGIC PLANNING IN THE WORLD AND RUSSIAN PRACTICE [№ 6 ' 2014] The article presents the historical aspect of the development of strategic planning in the world and Russian practice. Summarizes the results of numerous researches in the sphere of strategic planning, preconditions for its appearance, assessed the main provisions existing schools of strategic thought and identifies the key periods in the history of formation and development. Special attention is paid to research of specifics of the emergence and development of strategic planning in Russia in the 20-ies of the last century and till the present time.

ABOUT THE QUALITY OF ROAMING MOBILE DEVICES IN ENTERPRISE WIRELESS NETWORKS [№ 5 ' 2013] This paper presents practical research of handoff between the access points on a link layer with detail description of delays in various components. The research has showed that different procedures at an access level contribute to the overall handoff delay, which negatively affects the quality of service (QoS) in many applications such as IP telephony. Also we show the significant change of delay with handoff from one access point to another especially if different manufacturers made access points.

MATHEMATICAL MODELS OF CLOUD COMPUTING DATACENTER BASED ON OPENFLOW [№ 9 ' 2012] This paper presents a model of cloud computing data center and a model of computing tasks. They are used by authors in the proposed version of cloud management system based on OpenStack. It implements efficient jobs scheduling through their allocation to topologically closest computing nodes and efficient data flow control between nodes for their topological localization and reduction of network contention.
Ushakova O.A. NATURAL AND RESOURCE POTENTIAL AND STRATEGY OF DEVELOPMENT OF THE REGION [№ 8 ' 2012] In article results of research of a role of natural and resource potential in region economy are presented. The special attention is given to a problem of ensuring social and economic development at the expense of dominating use of natural and resource potential which leads to technological backlog and social degradation of regions. It is offered to rethink existing system of a social production and to carry out complex transition of resource economy to the innovative way, allowing to turn scientific knowledge in one of leading factors of social and economic development of the country and its regions.

ON THE CONTROLLED PARAMETERS OF THE VACUUM SYSTEM OF MILKING INSTALLATION [№ 8 ' 2011] The influence of the form of the technical state of milking installation to the effectiveness of the milking of cows is investigated. The connection of estimated indices (air flow rate by milking installation, the air flow rate by the regulator of vacuum, the sum of expenditures and their difference) with the parameters of vacuum system is established. Ushakova O.A. MONITORING SYSTEM FOR REGIONAL STRATEGIC PLANNING [№ 13 ' 2010] The article describes the features of formation and development of strategic planning in the practice of the Russian regions. Particular attention is paid to the implementation of regional strategic plans and evaluating results. It is proposed to create an effective regional monitoring system for tracking the quality of strategic nature at every stage of their development, validation and implementation, given the necessary conditions for the formation of a monitoring system, justified the list of indicators, criteria for evaluating the quality of planning.

DETERMINATION OF IGF-1 AND LEPTIN IN BLOOD SERUM OF PATIENTS WITH PANCREATIC DIABETES AND DIABETIC NEPHROPATHY AND DEVELOPMENT OF METHODS FOR IDENTIFICATION OF GROUPS OF PATIENTS WITH DN [№ 9 ' 2009] Target of examination was study of level of serum IGF-1 and leptin of patients with diabetic nephropathy (DN) and development of the methods which would allow to prognose rates of IGF-1 and leptin of children with DN and identify the group of patients with unknown pathology. 24 children 3-18 years aged (average age 14,78 years{95% DN: 13,52-16,04}) have been examined. Clinico-laboratory figures, rates of concentration of IGF-1 and leptin in blood serum have been valuated. They used multivariate statistics methods (correlation analysis, factor analysis and regression analysis) to detect patterns of relationship between main rates of the examined group. As to children with DN, their serum IGF-1 concentration is determined by the age of a patient at the moment of investigation; index of interlobar renal arteries pulsation; decrease of passing rate of radiopharmaceutical through bloodstream by left kidney; time of getting maximum in left kidney. The level of serum leptin of children belonging to the investigated group is characterized by a relative insulin dose of short effect.

WORKING OUT OF METHODS OF SERUM IFR-1 AND LEPTINE LEVEL DETERMINATION OF PATIENTS WITH PANCREATIC INSULAR DIABETES WITHOUT DIABETIC NEPHROPATHY ON THE BASE OF MULTIVARIATE STATISTICS METHODS [№ 5 ' 2009] In this article the authors show the method of IFR-1 and leptine indexes determination in a blood serum of children with pancreatic insular diabetes without diabetic nephropathy with help of which it is possible to set their optimal level and to distinguish the patients who are not threatened with diabetic nephropathy development. On the base of multivariate statistics method the model for IFR-1 indexes and leptine forecasting in a blood serum of patients with pancreatic insular diabetes without diabetic nephropathy and identification of group of patients with pancreatic insular diabetes without diabetic nephropathy.

ANALYSIS AND OPTIMIZATION OF LOCAL NETWORK AND COMMUNICATIONS NETWORK WITH HELP OF PROGRAM SYSTEM OPNET MODELER [№ 6 ' 2006] Peculiarities of the program Opnet Modeler are regarded in this article on the examples of networks of computer engineering chair of OSU and network equipment Cisco. Received results of these networks analysis allow regarding networks of computer not as "black box", but from the point of view of detailed research of informational processes, proceeding in it with aim to solve many questions of its optimization.
