CIVIL-LEGAL REGULATION OF STRATEGIC PLANNING PROCESSES IN THE EDUCATION SYSTEM [№ 2 ' 2016]
In recent years, legislation on education is going through an era of dynamic changes. This is due to a change in approaches to management education and the appearance in it of strategic planning system. This article discusses the issues and current trends in civilš— legal regulation of the process of strategic planning in the Russian Federation by the example of the education system for monitoring the effectiveness of higher education institutions, implemented by the Ministry of Education and Science of the Russian Federation; summarized materials of normativeš— legal acts of the authorities and the dynamics of changes in performance criteria, defined by the above acts; are examples of foreign experience in the application of strategic planning in higher education. It expressed the views of the authors with regard to strategic planning issues in higher education, reference points of strategic planning at the present stage. Analyzes the management method chosen by the Ministry of Education and Science of the Russian Federation, given the positive and negative aspects of the chosen method. Considered effective contract as one of the tools of the strategic planning, given the regulatoryš— legal framework, the main problems of implementation, as well as the most preferred destinations of solutions to these problems. Effective contract aims to create accents on the important directions of the activity as a collective educational organization as a whole and for each of its individual employees. Proposed as a further means employee motivation, effective contract requires detailed consideration at all stages of its use. New legal realities demand from heads of educational institutions greater delegation of authority and administrative paradigm shift.

POPULATION CHARACTERISTICS OF DOMINANT SMALL MAMMALS SPECIES, AND IMPACT PRODUCED BY THEM ON INCIDENCE OF HEMORRHAGIC FEVER WITH RENAL SYNDROME AMONG POPULATION [№ 3 ' 2015]
There are natural foci of hemorrhagic fever with renal syndrome in the territory of the forest-steppe and steppe landscapes. The populations of small mammals circulates Hantavirus Puumala. The purpose of the work — an example of the Orenburg area to determine the number of dominant species of small mammals and assess their impact on the incidence of hemorrhagic fever with renal syndrome population of steppe and forest-steppe zones. Analysis of the parameters of the population of small mammals was conducted over the years 1992–2013 according to the spring and autumn catches. We studied the species composition and numbers. By dominant types of small mammals in the forest steppe zone includes Myodesglareol, Apodemusuralensis and Musmusculus, and in the steppe zone — only Myodesglareolus and Musmusculus. In the steppe zone in the absence of significant changes in the long-term population dynamics of Apodemusuralensis showed a tendency to increase the number of. In the forest-steppe zone of dominant population remained stable from year to year. The increase in the number of Myodesglareolus from spring to autumn in the steppe zone occurred more rapidly than in the steppe zone. Significant correlations between the number of dominant species on the results of the spring catches and morbidity of hemorrhagic fever with renal syndrome in both zones were absent. Revealed correlations between the incidence of moderate strength and number of the Myodesglareol fall, and in the forest-steppe zone and Musmusculus. This supposedly determines the leading role of these species in the infected person in the study area.

MICROFLORA OF UPPER RESPIRATORY TRACT IN PATIENTS WITH INFLUENZA COMPLICATED WITH BRONCHITIS OR PNEUMONIA [№ 6 ' 2011]
A comparative assessment of microsymbiocenosis of upper respiratory tract in patients with influenza complicated with pneumonia or bronchitis in given in this work. At influenza complicated with pneumonia, in 1,7 times more frequently than at influenza complicated with bronchitis S.špyogenes are distinguished, and 3,3 times more oftenš— S.šsaprophyticus; S.šaureus are distinguished in 1,5 times less. Association of microorganisms has conjugated bonds. The largest contingency is formed with pneumonia of S.š pyogenes and A.šviridans, and at bronchitisš— of S.šaureus and A.šviridans and S.šaureus and S.špyogenes.
