THE EXCITATION ENERGY AND CHARGE TRANSFER IN DONOR-ACCEPTOR SYSTEMS BASED ON SEMICONDUCTOR POLYMER [№ 6 ' 2018] The effectiveness of energy transfer process of photo-excitation in donor-acceptor (DA) systems formed from semiconductor polymer poly[2-methoxy-5-(2'-ethylhexyloxy)-1,4-phenylenevinylene] (MEH-PPV) with the addition of simple and endohedral fullerenes were investigated. It is shown that the energy transfer efficiency in the systems formed in the form of dilute solutions is on several orders of magni-tude higher than the theoretically expected energy transfer efficiency by the diffusion-controlled mechanism. On the basis of comparison of experimentally measured spectra of electron absorption of Y@C82, C60 C70 toluene solutions and the MEH-PPV luminescence spectrum the corresponding Förster radii of resonance energy transfer were estimated. For the tested DA systems a significant effect of exciton mi-gration between polymer links on the process of luminescence quenching was estab-lished. It is shown that the DA system formed using endohedral fullerenes is most effective.

THE MAGNETIC FIELDS INFLUENCE ON ESCHERICHIA COLI COLONY FORMING ABILITY IN MAGNESIUM ISOTOPES PRESENCE [№ 13 ' 2015] Search "primary receiver" of the external magnetic field in living organisms is intriguing scientific problem of biology, physics and chemistry. Magnetic isotope effects in biochemistry indicate the sensitivity of enzyme systems to magnetic moments of isotopes atomic nuclei. The purpose of this study is to detect the combined effects of the magnetic magnesium isotope, and an external static magnetic field on bacterial cell E. coli. The combined influence of weak magnetic fields and nuclear spin magnetic isotope 25Mg on colony forming ability of E. coli cells was experimentally proved: in static external magnetic fields 0-25 mT the CFU number of bacteria enriched with magnesium 25Mg was higher compared to the cells enriched with nonmagnetic isotopes of magnesium 24,26Mg and natural magnesium. In the magnetic field of 76 mT the CFU number of bacteria enriched with magnetic isotope was the most. The detected magnetic field effects and magnetic isotope effects in the bacteria E. coli indicate the presence of magnetosensitive stages of enzymatic processes in living organisms.

ALTERNATIVE FORMS OF CIVIL RIGHTS PROTECTION IN ORENBURG REGION: THEORETICAL AND APPLIED RESEARCH [№ 13 ' 2015] Study alternative forms of civil rights protection, which traditionally includes arbitration and mediation, assumes importance due to the need to expand the scope of their application in Russia. The study materials of the State Archive of Orenburg region and the Documentation Center of the Modern History of the Orenburg region has revealed a number of significant moments in the history of alternative forms of civil rights protection in the Orenburg region, and distinguish two types of arbitration forms of civil rights protection. Comparison of the key features of arbitration in the pre-revolutionary, Soviet and modern period of Russian Law development and the court practice allowed us to estimate the status of the arbitrator and mediator (with fiduciary theory of judging), the principle of competence and the principle of confidentiality in the modern arbitration. Forming the modern legal regulation of alternative forms of civil rights protection advocated the need for consider foreign legislation and peculiarities of the Russian cultural heritage. On the basis of statistical data and surveys in the framework of ascertaining experiment formed conclusions about the practical need for extending the application of alternative forms of civil rights protection, and legal measures aimed at promoting these forms. In particular, the need to consolidate the principle of legislative competence; to reduce the role of the principle of confidentiality; concrete definition in Law alternative mediation procedures (promoting mediation, evaluative mediation, negotiation), the mechanism of their implementation; the proclamation in Law decision of the arbitration court in all cases be final; the introduction to the Russian practice online dispute resolution.

FLYORESCENT DOSIMETRY IN PHOTODYNAMIC THERAPY [№ 13 ' 2015] The long-lived photoexcitations relaxation processes of fluorophores in biological tissues with molecular oxygen presence are investigated. This subject has a practical significance because of the active elaboration of photodynamic therapy and optical diagnostic. The futures of delayed fluorescence and phosphorescence in erythrosine stained healthy and cancer-diseased mammary gland tissues of BYRB-line mice were investigated in vitro. The dominant role of diffusive-mobile molecular oxygen in relaxation of triplet-excited long-life states of the dye molecules in cells is determined. A novel phenomenon of suppression of stained tissue delayed fluorescence under pulsed laser irradiation was revealed. The phenomenon was named as light quenching of delayed fluorescence (LQDF). The using of this phenomenon will greatly simplify the determination of the radiation "dose" in photodynamic therapy directly during the treatment session. Statistically certain distinction between delayed fluorescence characterization as well as LQDF extent in healthy and pathological tissues was established.
Letuta T.V. ALTERNATIVE WAYS OF CIVIL DISPUTE RESOLUTION IN ORENBURG REGION: HISTORY AND DEVELOPMENT PROSPECTS [№ 3 ' 2015] Historical aspects of arbitration, verbal and conscience courts in Orenburg region are described from the time of government's official formation. Possible background of such courts formation and examples of its practice are considered on the basis of archival materials. A certain similarity in the methods of dispute resolution is observed. Statistical analysis of general jurisdiction court in Orenburg region, arbitration court of Orenburg region as well as courts' practice of Samara region and Kazakhstan Republic allowed finding out a low demand for conciliation and arbitration proceedings at the present time. Presumable reasons for nonoccurrence of alternative way of dispute resolution in pre-revolutionary and modern Russia are presented. A general analysis of proposed changes in draft law concerning arbitration courts in Russian Federation in comparison with pre-revolutionary legislation (according it an arbitration court decision was enforced on a regular basis) is carried out. It is offered to give a special consideration to the legislation of Kazakhstan Republic regarding alternative methods of dispute resolution, whereas historical trade between Asian and Russian merchants had particular importance. Author formed conclusion concerning necessity of government control displacement, proposed in draft law, from the moment of arbitration institution's formation and arbitration proceedings to the stage of obtaining the status of arbitrator. It is claimed that draft law does not consider the historical aspect in legal regulation of alternative ways for dispute resolution in Russian pre-revolutionary and Soviet legislation. The paper suggested that regional arbitration courts will not be developed appropriately in case of legislative control's hardening by state on the stage of arbitration institution formation and during the arbitration proceedings.

GRATING OPTICAL FILTER WITH ANGULAR SELECTIVE LIGHT TRANSMISSION [№ 1 ' 2015] An optical filter with thin-film grating layers on both surfaces of the transparent sheet substrate is presented. Relative position of the gratings with alternating transmissive and absorptive strips provides angular selectivity of light transmission. Influence of parameters of plane-parallel and coaxial-cylindrical filters on results of regulation of the directional light transmission are set by a graphic-analytical calculation method.

Reveals problems in the implementation of the shareholder rights and management shareholders' right to judicial protection with regard to the provisions of the Draft contesting decisions of meetings. Based on the analysis of judicial practice, a comparative study of laws and regulations provides possible solutions to these problems.

There are discussed possible reasons of differences between DF obtained curves and probes of healthy and pathogenic tissues stained by erythrosine in vitro.
Alidzhanov E.K., Lantukh Yu.D., Letuta S.N., Pashkevitch S.N., Loginov B.A. PHOTOVOLTAIC EFFECT IN THE PHTHALOCYANINE AND PERYLENE ORGANIC JUNCTION LAYERS [№ 12 ' 2011] Organic solar sell consisting from PTCDA donor and CuPc acceptor layers was formed. Its photophysical properties were investigated. It was shown that obtained multilayer system has nonlinear I-U dark characteristic and can induce photoelectromotive force jmax =0.6 V. On the base of the investigation of photoelectric cell spectral sensitivity its heterojunction efficient thickness was evaluated.

KINETICS OF DELAYED LUMINESCENCE OF MOLECULAR PROBES IN CELLS OF BIOLOGICAL TISSUE [№ 1 ' 2011] This report addresses the kinetics of delayed fluorescence of organic dye molecules in the cells of the breast of healthy female mice pertaining to BYRB line and individuals with spontaneous malignant tumors. It discusses the mechanisms of suppression of delayed luminescence of molecules in the cells of tissues. It was experimentally shown that exogenous fluorophores are more accessible to oxygen in cells isolated from normal tissues.

SURFACE PHOTOCONDUCTIVITY GAAS SENSITIZED WITH ORGANIC DYES [№ 1 ' 2005] The results of experimental researches of optic and transport characteristics and photoconductivity of haliy arsenide surface, covered with lyer of tritane (crystalline violet) and xanthene (fluorescein) dyes are given in this article. For crystalline violet dye is discovered the effect of photoconductivity in spectral sphere, which does not coincide with line of own dye absorption. Possible mechanisms of spectral sensitizing of semi-conductor surface are discussed here too.
