Zlobin Yu.P. INSTITUTE OF GOVERNOR-GENERALS IN RUSSIA IN XVIII CENTURIES: FOUNDATION AND DEVELOPMENTThe process of forming of governor-generals power institute in Russian Empire during XVIII century is regarded in this article. The author noted identity of the concepts "governor" and "governor-general" and on the base of acts of law, archive documents and memoirs of contemporaries of those events he determined number, staff and legal bases of new power institution developed in the system of local administrative management of a big country.Key words: state management, Russian Empire, XVIII century, institute of governor-general, legal base.
