In article number and structure of the general-governor's case of Russian empire on a lot of positions are analyzed, their place in structure of administration managerial control is determined by the country, volumes of imperous powers are established and levels of general — governor's authority are allocated. Uniformity of personnel selection of the russian emperors is established concerning this group of the maximum managers which has led to its class isolation and corporationism.

ACTUAL ISSUES IN HISTORY OF THE INDUSTRY OF ORENBURG REGION ^{[№ 5 ' 2012]}
This article describes the process of studying the history of industrial production in the Orenburg province and Orenburg region in modern historiography. Summarized the results of the development of this subject and identified actual problems existing in the science of history. It is concluded that there is no general pattern of industrial development in the region and suggested the main directions of further research this topic.

The process of forming of governor-generals power institute in Russian Empire during XVIII century is regarded in this article. The author noted identity of the concepts "governor" and "governor-general" and on the base of acts of law, archive documents and memoirs of contemporaries of those events he determined number, staff and legal bases of new power institution developed in the system of local administrative management of a big country.

Also the author marked new methodological approaches and tendencies of opinions of western researchers promoted to publication of some interesting and solid works promoted to the figure and activity of governor-generals at some separate regions of multinational Russian Empire.

The historiography development stages and its peculiarities are singled out. The article formulates the main achievements of Soviet historical science in this sphere and the problems it hasn't solved yet.
