Priority value of budget performance is proved, factors influencing on budget performance are allocated, tendencies, characteristic for region are reflected. The analysis has revealed essential lacks of budget performance and opportunities of forecasting receipt of incomes. For an estimation of existing techniques of the analysis of budget performance it is offered to use a number of criteria for their more complex characteristic.
