Correlation and localization of traditions and innovations at the different stages of Russian history, social technologies and mechanism of innovations spreading are shown here. Also the character of perception, conditions of innovations attaching and stereotypization of Russian ethnic cultures, which determined the success of passed in society reforms are shown in this work.
