MODEL FOR IMPROVING THE QUALITY ASSESSMENT OF PRESCHOOL EDUCATION [№ 3 ' 2021]
Modern updates of Russian preschool education (its conceptual foundations, targets, content and technologies, quality assessment, management, financing, informatization) require changes in the thinking and style of activity of leaders in relation to the management of the preschool education quality assessment system in the context of the introduction of the Federal State Educational Standard of Preschool education. For this, in a preschool educational organization, appropriate conditions must be created, by which in the theory and practice of management are meant resources (regulatory, motivational, personnel, information, scientific and methodological, financial, material and technical) and methods of their use. However, in the scientific and methodological literature there is no description of the experience of designing a model for improving the system for assessing the quality of preschool education in a preschool educational institution.
The authors of the article made an attempt to create a similar model. For this, the concept of “quality of preschool education” has been clarified as a complex category that includes the quality of the main educational program, the conditions for its implementation and the results of mastering the educational program. The parameters of a comprehensive assessment of the quality of preschool education are highlighted, namely: the actual state of the educational program, conditions and results achieved and their compliance with the standard and consumer requirements. The organizational and pedagogical conditions for improving the system of assessing the quality of preschool education have been identified: development of local documents regulating the system for assessing the quality of preschool education in a preschool educational institution; creation of a motivational resource aimed at supporting teachers who improve the system for assessing the quality of preschool education; organization of professional retraining and advanced training of teaching and management personnel; creation of a humanitarian information and educational environment. These conditions were tested in the course of experimental work in the municipal preschool educational autonomous institution “Kindergarten No. 116” in Orenburg. The result of approbation of the model was the mastering by teachers of knowledge about the features of the new system for assessing the quality of preschool education, criteria and indicators of quality assessment; mastering modern technologies for assessing the quality of preschool education; increasing motivation and professional readiness for its implementation.
As a result of the study, the assumption was confirmed about the positive influence of the developed model of improving the system for assessing the quality of preschool education on the development of professional competencies of teachers in the context of the introduction of the Federal State Educational Standard of Preschool Education.

INFLUENCE OF EXPRESSION OF REL GENE FROM MYCOBACTERIUM SMEGMATIS ON RPOS-LACZ-FUSION ACTIVITY IN ESCHERICHIA COLI [№ 9 ' 2017]
Guanosine tetraphosphate (ppGpp) is an important regulatory bacterial molecule involved in stringent response, regulation of persistence, stress adaptation, pathogenicity. The Rel protein from Mycobacterium smegmatis is responsible for synthesis and hydrolysis of ppGpp. The study is devoted to intracellular level detection of guanosine tetraphosphate via gene fusion of ppGpp-dependent rpoS gene and reporter gene lacZ in strain harbouring expression plasmid pMind::rel. The method of detection allows to quantify low concentrations of guanosine tetraphosphate, which is difficult to achieve when using analytical chemistry methods. At the moment gene fusion method is poorly developed for mycobacteria, so there is utility for finding approaches on E. coli. The mycobacterial expression plasmid pMind with a rel gene insert from Mycobacterium smegmatis have been constructed in following study. The resulting plasmid and precursory vector have been transformed into rpoS-lacZ-fusion strain. The cultures have been compared by measuring β-galactosidase activity.
An increase in the expression of rpoS was observed in E. coli strain carrying the plasmid pMind with rel insert in comparison with the control strain containing plasmid without the insert. An addition of tetracycline, inducer of pMind expression, did not affect the expression of rpoS.

Based on the data obtained, we can conclude that there is expression from tetA promoter in the pMind expression plasmid and keeping of mycobacterial Rel enzyme activity in Escherichia coli. The absence of tetracycline induction may result from the inability of the TetR repressor from pMind bind to regulatory sites in E. coli.

CONTROLLING OF THE HYDROLOGICAL REGIME OF SOIL OF THE CULTURAL LANDSCAPES RECREATIONAL PURPOSE [№ 5 ' 2016]
Currently, great attention is paid to the initiation of adaptation processes in the system "soil-plant" of the cultural landscapes recreational purpose. A model field experiment, aiming to identify patterns in the variation of the parameters of the hydrological regime of the cultural landscape of recreational purpose was carried out on umbricalbeluvisol soil of Moscow region. It was obtained a significant change in the volumetric soil moisture (θ), soil moisture reserves (MR) and availability of moisture for plants. In the average entire growing period is characterized by the growth of θ and MR in the layer 0–50 cm in comparison with control under the influence of mulching the soil with pine litter by 28 and 21 %, under the influence of "dry stream" by 6–40 % and 9–23 %, under the elements of the path network (the incremental track) by 5 and 4–9 % respectively. In rockery and decorative unsealed plots of soil, hydrological regimes were very similar, however, θ and MR was significantly reduced at 13–18 and 6–29 % in rockery and 2 and 4 % in decorative unsealed plots of soil. The hydrological regime of experience control variant in the dry conditions of vegetation period of 2014 was the most suitable for the growth of xero-mesophytic plants. The application of the proposed planning decisions and mulching opens up the possibility of creating a variety of sustainable plant communities on the same type of the original soil within the single recreational area.

PATTERN RETINAL PHOTOCOAGULATION FOR ACTIVE STAGES OF RETINOPATHY OF PREMATURITY [№ 12 ' 2014]
The article is aimed to develop a differentiated approach to laser treatment for active stages of retinopathy of prematurity using pattern retinal photocoagulation and evaluate its effectiveness. The study was conducted at 1158 eyes 613 premature infants. In the main group pattern retinal photocoagulation (Pascal) was performed, in the control — in single pulse regime. Pattern photocoagulation advantages as compared with standard are the significant reduction in the duration of the intervention (not less than 2 times) and high dosage of impact.

The basic regulations of the complex retinopathy of prematurity treatment are early, within first 6 weeks of chronologic age, photocoagulation to delay progression of the retinal detachment and to stabilize vascularity, and early vitrectomy if ROP progressing after the laser treatment.

The material on the main types of used plants for cleaning of water from hydrocarbon contamination was systematized. Optimization of conditions for biological degradation of oil products by aboriginal hydrocarbon-oxidizing microorganisms in the pilot plant, which is a jet-settler (SOA), was done. It was studied the influence of different biogenic elements and complex dressers on efficiency of bio-oxidation process.

The article investigates the particularities of annigilation of one-sort electric excitations in polydispertic porous matrix. It shows that the specific structural organization of the system leads to new laws of pulsed luminescence fading. The dependence of kinetics of luminescence signals on reagents concetration, structural parameters and interaction mechanisms is defermined as well.

Education aimed at developing human personality achieves its purposes to such a degree in which it creates the situation of the person being necessary, showing powers for self-development. It does not mean getting a person with pre-set qualities, but providing conditions for a full-value development and self-expression of a person able of taking independent decisions, competent, with a system of values, ready to join any new activities, adopting new and unknown roles. To do all this a person needs to be free to choose his actions and behaviour. Freedom is where one has what to choose from.. The choice range must correspond to the range of possibilities.
