FEATURES OF APPLICATION OF SELECTIVE LASER TRABECULOPLASTY IN THE TREATMENT OF PATIENTS WITH PRIMARY MIXED GLAUCOMA [№ 12 ' 2015]
The article is devoted to features of laser treatment of patients with primary mixed glaucoma. .Results in laser treatment of two groups patients with primary mixed glaucoma were analyzed retrospectively. In the first group were 11 patients (17 eyes); second group had 14 patients (19 eyes). Baseline intraocular pressure amounted to Po = (24,5 ± 1.3) mm Hg. PT. in the first and second group. During the gonioscopy, all patients had the anterior chamber angle I — II degree of opening, pigmentation of anterior's chamber structures angle was (++)—(+++). All patients in every group were performed YAG — laser iridotomy, by the same doctor. Through 5 days, the second group of patients was followed by a second stage of laser irradiation — selective laser trabeculoplasty. Target pressure was achieved only in two eyes (9.7 %) of the first group. Patients of the second group achieved target pressure in 73.7 % of cases (14 eyes) and it amounted (18.5 ± 1.3) mm. Hg., through 1 month it was (17.7 ± 1.3) mm. Hg. PT. 3 months later C = 0.17 ± 0.03. Through 3 months, there were able to reduce the hypotensive regime in 3 eyes (15.8 %), carbonic anhydrase inhibitors were eliminated. We have repeated SLT In 2 eyes (10.5 %) after having increase of eye pressure through 6 months. After that, was achieved compensation of glaucoma process. Hypotensive effect wasn't achieved in 5 eyes (26.3 %), these patients have had hypotensive surgeries. It was shown that during the observation period of 12 months, two-stage laser irradiation in the treatment of patients with primary mixed glaucoma, high performance, and, therefore, should be more widely used in everyday practice.

TO THE QUESTION OF REGULATION OF INTERBUDGETARY RELA-TIONS IN MODERN CONDITIONS [№ 8 ' 2015]
The development of interbudgetary relations in modern conditions requires new approaches in interbudgetary regulation, primarily originating from the need of local budgets increased finan-cial independent activities not only through the delegation of expenditure responsibilities and obli-gations, but also to secure for them their own sources of revenues. The development of foreign eco-nomic relations and the needs of the domestic market of the country give rise to the desire of local authorities to develop capacity in their territory. Such commitment to the development of separate regions and municipal formations may be destabilized due to the differentiated financial assistance from the Federal budget, which can occur when the stimulus to socioeconomic development of some territories and the lack of such incentives in other territories. In our opinion, such a trend of development of interbudgetary relations should be accompa-nied by a gradual merging of the results of interregulation with the assessment of the activities of the authorities, because they are, in our view, have access to the levers of formation and develop-ment of the revenue base for the budget. For example, the formation of the tax base at the expense of social development, growth of people's welfare, the development of industry on an adjustable territory, the establishment of the investment climate. The achievement of the planned indicators in these areas through the implementation of state programmes and the implementation of government targets, will help to promote economic development and tax potential of the territory. Responsible authorities for the development of own revenue sources of local budgets must be stimulated greater autonomy of local budgets in defining the directions of an expenditure of budgetary funds. This will allow to get out of interbudgetary regulation to a new level of its development.

REMOTE RESULTS OF SELECTIVE LASER TRABECULOPLASTIC [№ 12 ' 2014]
The remote results of Selective laser trabeculoplastic (SLT) in treating primary open-angle glaucoma (POAG) were estimated. The remote results are retrospectively analyzed. Patients were divided into 3 groups: In 1 group of patients with POAG Ist. — 10 patients (15 eyes), In 2 group of patients with POAG II st. — 12 patients (17 eyes), In 3 group of patients with POAG III st. — 9 patients (12 eyes). 36 month postoperatively, normal IOP in 1 group remains on 8 eyes (53,3 %) and makes (18,5 ± 1,3) mmHg, in 2 group remains on 7 eyes (41,1 %) and makes (17,9 ± 1,3) mmHg, in 3 group remains on 2 eyes (16,6 %) and makes (17,5 ± 1,3) mmHg.

During phacoemulsification in post-vitrectomy eyes appropriate reducing the length of the corneal tunnel, increasing emergence of the phacoemulsification needle relative to the irrigation sleeve, reducing the working angle of the chopper, use of vitreotome for posterior capsule fibrosis after IOL implantation. Combine to reduce the risk of complications. Сonstant A modification (Am=A-0.9) will let in most cases to achieve the goal refractive.

Transpupillar thermotherapy (TTT) reduces the height of the detachment of the retina pigment and neuroepithelium and improves visual acuity, and improves blood circulation in the posterior short ciliary arteries, thus being pathogenetically proved safe and effective treatment of chronic central serous chorioretinopathy.
