ASPECTS OF EVALUATING THE EFFECTIVENESS OF AN INNOVATIVE PROJECT [№ 8 ' 2015]
In a fast market, the instability of socio-economic situation, a quick update equipment and technology acquires special importance the management of innovative projects at the regional level. The problem of economic substantiation of the effectiveness of innovative projects under current conditions of uncertainty and risk, both during the design and the implementation phase is the subject of study of foreign and domestic scientists, but studies for regional innovation projects is not enough. Innovative project work is presented as a set of measures to substantiate the feasibility of developing and implementing new or improved products sold on the market of new or improved technological processes used in practice. Determination of the effectiveness of innovation is key in the management of innovative projects in micro and macro levels of management. Evaluating the effectiveness of any innovation project is based on common methodological principles of determining the effectiveness of investments in innovation. To date, determined a significant diversity of aspects of efficiency evaluation of projects, from which it can be determined that the main task of assessing the effectiveness of the innovative project is an integrated approach to the notion of "efficiency", therefore, in addition to the indicators characterizing the economic effect of the innovative project, it is necessary to assess the degree of achievement the project objectives in the economic, financial, budgetary, social, scientific, technical, environmental, resource, information, and other areas; to combine quantitative and qualitative indicators; to consider the interests and objectives of all the participants of the innovation project.

STRATEGIC MAP AS A TOOL FOR FORMING REGIONAL DEVELOPMENT STRATEGY (ON THE EXAMPLE OF ORENBURG REGION) [№ 1 ' 2015]
Management of socio-ecological-economic system based on innovation in the contemporary economy, based on the actualization of strategic management, it is appropriate to consider in view of tools such as the balanced scorecard and strategic regional map. Creating a strategic regional map of the regional system is the first key step in the methodology of Balanced Scorecard. Strategic Regional map has determined the development of a regional system under current conditions, is presented as a tool to determine the goals and their relationships at all levels of government — from the region as a whole to individual subjects. The key elements of the strategic plan for the development of the region are: the concept of a regional strategic development; development of primary activities; programs and projects, with the justification for their realization; elements of development indicators in the region (strategic regional map of the regional system). Strategic Regional map is represented as a graphical method, which characterizes the regional strategy as a set of strategic objectives and cause — effect relationships between them. The main objective of the balanced scorecard at the regional level is to strengthen the economic development strategy of the region, its documented, providing control and feedback in order to identify and initiate organizational initiatives within the sub regional socio-ecological-economic system. In accordance with the selected strategic orientation of the region to develop a comprehensive regional strategic map of the Orenburg region, which can drill down to the desired level and adjust the final stage of the development of a regional strategy. Fragment of a strategic regional map implementation of priority directions of development of the Orenburg region 2030 allows to present objective, strategic objectives, priority areas of economic development and regional strategies in their logical relationship.

STRATEGIC PLANNING FOR SUSTAINABLE DEVELOPMENT IN THE REGION [№ 13 ' 2011]
Strategic planning is a critical factor in ensuring sustainable and balanced development of both individual regions and the country as a whole. The study of strategic planning in the region have developed strategic objective of sustainable development, defined by the control elements of sustainable development, proposed assessment procedure for sustainable development, worked out an algorithm making management decisions.
