PEDAGOGICAL TECHNOLOGIES OF FORMATION OF PROFESSIONAL-SPECIALIZED COMPETENCIES OF BACHELOR STUDENTS IN MUSIC AND COMPUTER ACTIVITIES ^{[№ 4 ' 2018]}
The effectiveness of the process of formation professionally-specialized competencies of students, the importance of which is ensured by the requirements of FSES for the results of profile preparation of bachelor students, is largely conditioned by the use of modern pedagogical technologies.
The complex of pedagogical technologies aimed at the formation of professional and specialized competencies in musical and computer activities of students-bachelors and has incorporated the following technologies: on the basis of activation and intensification of the activities of students (gaming and interactive technologies, design and research, problem training, etc.) and effective organization and management of the learning process (technologies of individualized learning, group and collective learning methods, programmed learning, information technology, etc.). In the course of the research, the interrelation between professionally-specialized competences in musical and computer activities and pedagogical technologies used in their formation and modern approaches to education was found and justified, among which a special place is occupied by competence, activity and technology.
The presented complex of pedagogical technologies, implementing the provisions of the above-mentioned scientific approaches, covering all components of professionally-specialized competencies in music and computer activities, ensures their successful formation in undergraduate students in the classroom of specialized disciplines.

THE PLACE AND ROLE OF ADMINISTRATIVE REMEDIES IN THE LEGAL SYSTEM OF COUNTERACTION OF CORRUPTION ^{[№ 7 ' 2015]}
The article is devoted to defining the place and role of administrative law remedies in the legal system for combating corruption. The author describes the mechanism of anti-corruption activities supported with administrative, legal and management and implemented at Federal and regional levels. Currently, since the adoption in 2008 of the Federal anti-corruption law in Russia formed by the mechanism of anti-corruption activities supported by administrative, legal and management implemented at Federal and regional levels. Among the leading administrative and legal means of prevention and suppression of corruption include: — precise and full compliance with the principle of selection and professional development of personnel of the public service on the basis of evaluation of their professionalism; — providing employees a decent wage and benefits, which would be to the necessary extent stimulated honest work and guaranteed special social status, the loss of which would be more important than the corrupt enrichment; — the system of supervision and control over the official conduct of public servants, designed to stop their illegal conduct. Administrative and legal means of regulation of anti-corruption work in the field of public service can be classified by type of documents that become the legal basis of some or other type of relations (law, legal, contracts, enabling legislation), as well as by the form prescribed relations: legal incentives or restrictions (rights, privileges, prohibitions, rewards and punishments).

TECHNIQUE OF EVALUATION OF THE MOTOR TRANSPORTATION ENTERPRISES WORK ON MOVEMENT SAFETY ^{[№ 4 ' 2015]}
The article is devoted to complex research questions evaluation of trucking companies to ensure safety. This problem is poorly understood and requires further research. The authors give a generalized characterization of the problem of road safety, as well as reveal the features of assessment work to ensure traffic safety on transport companies. Because of the large variety of valuation techniques, their heterogeneity and often highly complex for qualitative performance evaluation of trucking industry to improve safety requires special training experts. As a method of solving the problem of evaluation of traffic safety has been chosen by the authors method of expert evaluations, which allows to compare and evaluate the evaluation object, even on the criteria that are not measured directly. Methods of assessing the work of trucking companies to ensure traffic safety based on the method of weighting coefficients, the calculation begins with the definition of the factors that have the greatest impact on the success of road haulage companies (including accidents). Then evaluated the degree of the relative importance of each factor by expert assessments with sufficient statistical database research. The paper presents a methodology for assessing implementation of the algorithm of road haulage companies to improve traffic safety (from data collection for the study to assess the effectiveness of the enterprise). The technique allows solving of the problems of quantifying the level of safety of a particular motor company. The evaluation results can be used for operational management and forecasting of road haulage companies, which leads to the possibility of determining the main directions and priorities for improving road safety.

FEATURES OF COUNTERACTION OF CORRUPTION IN LEGISLATIVE AUTHORITIES OF THE RUSSIAN FEDERATION ^{[№ 3 ' 2015]}
The first manifestation of corruption in legislative authority, and both on time (sequence), and on importance, is personnel, or, by B. L. Vishnevsky's definition "electoral corruption". Its key forms — use by the candidate of an administrative resource, including mass media, bribery of the bodies providing legality of electoral process, and also technology of bribery of voters. Speaking about political responsibility, it is necessary to notice: the representative power in many respects lost today lines public, that is controlled by society, the authorities. The political mechanism practically excludes direct collision of the people's deputy with voters. To participate in elections, it is necessary to enter one of popular parties, to pass "coordination" and you will pass automatically if such decision is made, that is without direct participation of the voter. According to the experts, in the country supreme legislative body, the State Duma, naboly significant manifestations of corruption settle down in the following hierarchy: lobbying of interests of various commercial structures, combination by deputies of the State Duma of the post with occupation by business; transfer of duties and functions of lawmaking of executive power; braking of adoption of laws and legal acts of an anti-corruption orientation; corruption mediation; "trade" in deputy inquiries; lobbying of corruptogenic precepts of law. In legislature of subjects of the Russian Federation the processes similar with above-mentioned, adjusted for locality of action of precepts of law are observed. Corruption arrangements concerning municipal orders to these or those structures with the subsequent payment of some sum from the used municipal means are the most large-scale article of the corruption income of the corrupted deputies of municipal legislature. In large municipalities these means are very great, and for them there is a fight between various groups. ACCOUNTING OF OUT-TRANSPORT EFFECT WHEN ASSESSING INVESTMENT IN URBAN PASSENGER TRANSPORT ^{[№ 10 ' 2014]}
The article describes the basic accounting issues of out-transport effect when assessing investment in urban passenger transport. In modern conditions, the greatest interest is the theory and practice of evaluating the performance of transport systems in developed countries, where priority is given to the solution of social problems. This is reflected in the rejection of a unilateral approach to transport (especially the passenger), which takes into account only its profitability. As a result of profound changes in the socio-economic conditions of people living in modern conditions there is a need of managing change in the transport sector of the country. This should be considered when predicting the rate of development of individual modes of transport and transport systems of the regions.
