ORENBURG CITY PUBLIC BANK: MISSING PAGES AND UNLEARNED LESSONS Mechanism and specificity of pre-revolutionary city public banks activity are researched in this article and their relations with regional economy are marked here. Prerequisites necessary for effective functioning of regional bank business of modern Russia are determined here. The conclusion of necessity of city public banks experience using for determination of modern regional bank status, its wording in Russian legislation is made in this work.
