PROBLEMS OF THEORY AND PRACTICE OF CLUSTER DEVELOPMENT OF NATIONAL ECONOMY In this article the great attention is given to that factor that there is no clear understanding of cluster (national economy) and economics in scientific literature. This leads in many cases to unsystematic realization of cluster approach in national economy of Kazakhstan and Russia. The author of the article suggests worked out conception of national economy development on the base of systemic approach.
