BENEFITS AS AN INSTRUMENT OF SOCIAL POLICY IN EDUCATIONThe use of benefits as an instrument of social policy in education is revealed in this article; also the existing system characteristic of social benefits in the sphere of education is given here. Availability and free of education are represented as social benefits from the side of the state and variety of investments in human capital on the level of the state, also the necessity of creation of clear state law realization mechanism on getting delivery from investments in human capital is regarded in this article.
