The author has the aim in this article to prove the state power character and consent of nomadic nations on the example of Old Turkis. The phenomenon of "patronimy" discovered by ethnographers allows earnestly solving the problem of hierarchy principals and hierarchy in those societies.

The problems of state power organization of old Turkis on the horizontal level were regarded in the article. Organization of any state supposes structural segmentation of central power with local power. Nomadic state as any other state organizations needs administrative and territorial system of management, but realizes it with own peculiarity, with reservation of tribalism forebasis of society.
