As a result of analysis of points of Federal Law dated October 06, 2003 “About general principals of local authorities organization in the Russian Federation” and other normative legal acts in this article the regularities and interactions of legal regulation of conduction subjects and authorities of bodies of local government are revealed. The author notes some separate contradictions and flaws of legal regulation of these relations and on the base of his own theoretical views suggests measures of current legislation perfection.

The author gives wide classification of guarantees of laws and freedoms from the point of view of their functional purpose, and characterizes the regimes of limitation of laws and freedoms, set by constitution of RF. The concept and peculiarities of constitutional guarantees are regarded here too.

TO THE MATTERS PATHOGENESIS FEATURES OF ANEMIC SYNDROME AT SYSTEM BIETT'S DESEASE ^{[№ 2 ' 2004]}
Aiming to study the extent and pathogenesis mechanisms of anemic syndrome at system Biett's desease (SBD), parameters of iron, haemolysis and inflammation were examined from 44 patients. Anemia was at 75% of patients: chronic iron deficiency anemia, "inflammetary desease" anemia, normochromic were diagnosised; herewith subclinical haemolysis signs were presented. Anemic syndrome more frequently came with high level active SBD.
