Utkina T.I. QUALITY MANAGEMENT IN GENERAL AND PROFESSIONAL EDUCATION [№ 3 ' 2019] Ensuring the quality of all levels of General and vocational education meets the changing needs of the population and the long-term objectives of the development of Russian society and the economy is relevant in modern conditions. The scientific research “Management of quality in General and vocational education”, which passed the state registration in the all-Russian scientific and technical information center (№ 012011519), is devoted to the solution of this problem. The concept of the study is to develop and substantiate the theoretical and practical foundations of the formation and development of internal systems of quality assurance of educational institutions of General and vocational education and their subsystems. As part of this research, I have implemented eight innovative educational and research programs on the basis of educational institutions of General, secondary professional and higher education in Orsk and Novotroitsk : “Quality assurance of educational processes in vocational education”; “Quality management of the educational process in the conditions of implementation of the FSES of General education”; “Development of educational and research activities of students as a factor in ensuring the quality of high school education”; “Formation and development of the school system of quality of the educational process”; “Formation of universal educational actions as a factor in ensuring the quality of training of students in the conditions of the implementation of the FSES CO”; “Formation of key competencies of students as a factor in ensuring the quality of education in a secondary school; “Three-tissues and their applications”; “Quality management of the educational process in the Lyceum of industrial and technological profile”. The results of the implementation of these innovative educational and research programs allowed me to draw a conclusion about the feasibility of using the methodology of international standards ISO 9000 in quality management in General and vocational education at the level of educational organization through the creation of internal quality assurance systems.

THE PREVENTION AND THERAPY OF INTRAOPERATIVE VIOLATIONS OF THE CARDIAC RHYTHM IN THE OPHTHALMOSURGERY [№ 12 ' 2015] In ophthalmosurgery during operation under anesthesia possibly emergence of life-threatening arrhythmias, in connection with impact on a myocardium of narcosis preparations and the oculocardiac reflex. In the conditions of purpose-built ophthalmic surgery centre, prophylaxis and well-timed perioperative therapy of cardiac rhythm disturbances are especially actual, because in the round-the-clock working hours of clinic there are no cardiologists and resuscitators. 48 patients with initial cardiac rhythm disturbances were analyzed regarding emergence the life-threatening arrhythmias during ophthalmic surgery under local and general anesthesia. In most cases the combination of local anesthesia with sedation or general anesthesia for patients with initial cardiac arrhythmias, depending on volume and duration of the ophthalmic surgery intervention demanded by it, didn't lead to development of the arrhythmias menacing to life. It is reached thanks to adequate selection of preparations for anesthesia and in due time held medical events. The methods of anesthesiology applied by us to ophthalmic surgery patients with initial cardiac rhythm disturbances taking into account its clinical form, extent of compensation, duration and volume of operation, age of the patient allow in all cases to execute operation and anesthesia quite safely, without life-threatening complications and with sufficient extent of protection of the patient. Obligatory introduction of preoperative screening electrocardiogram; the analysis of the accompanying somatic pathology; reception cancellation of beta-blockers and antagonists of calcium channels (in particular Verapamilum) and a cardiac glycosides (in particular Digoxin) in one day prior to operation allow to significantly reduce risk of development of serious and hemodynamic-significant arrhythmias and cases of sudden death in the perioperative period.

ASSESSMENT OF SEVERITY OF A SOMATIC CONDITION OF PATIENTS WITH 2 TYPE DIABETES MELLITUS BEFORE PERFORMANCE OF AN OPHTHALMOSURGICAL INTERVENTION AND PARTICULARITIES OF THEIR PREOPERATIVE PREPARATION [№ 4 ' 2013] The preoperative somatic condition of 650 patients with 2 type diabetes mellitus with various ophthalmosurgical pathology was analyzed. It was taped that the 2nd degree of operational risk took place at 33,4% of patients, the 3rd degree — at 62,7%, the 4th degree — at 3,9%. Carried-out preoperative preparation of patients with 2 type diabetes mellitus allowed at the vast majority of them to minimize operational and anesthesiology risk, to avoid intra– and postoperational complications.

EFFICIENCY OF COMPLEX SYSTEM OF MEDICO-SOCIAL REHABILITATION OF PATIENTS WITH AN EDEMATOUS EXOPHTHALMOS [№ 12 ' 2012] Efficiency of complex treatment of an edematous exophthalmos is reached by Methylprednisolonum pulse-therapy method in combination with surgical treatment with carrying out bilateral internal orbital decompression. In overwhelming majority of cases (68.75%) permanent clinical cure was reached in a result of carried out Methylprednisolonum pulse-therapy in combination with prednisolonum. The internal orbital decompression executed in patients with an edematous exophthalmos in a stage of compensation in the presence of a residual asymmetric exophthalmos was highly effective both clinically (exophthalmos reduction of 3,0±0,5мм in 8 patients, improvement of a corneal epithelium condition in 5 patients), and cosmetic (satisfactory esthetic result in 10 patients).

Mathematical model and algorithm of task solution of analysis of prices level and structure are given here, and also the example of concrete practical task solution is regarded.
