SYSTEM FORMING OF TARGET INDEXES OF EFFECTIVENESS AND ACTIVITY AT REALIZATION OF REGIONAL TARGET PROGRAMS ^{[№ 9 ' 2008]}
This article is devoted to the problem of target indexes use during financing and monitoring of budget target programs. The author suggests the method of forming of target program effectiveness indicators system on the base of balanced system of indexes (Balanced Scorecard).
