THE POTENTIAL OF THE UNIVERSITY IN THE DEVELOPMENT OF A REGIONAL INNOVATION SYSTEM [№ 4 ' 2024]
The strategy of scientific and technological development of the Russian Federation provides for the role of universities as one of the key components of the regional innovation system and the achievement of technological sovereignty. The main task of the regional innovation system is to create conditions for the generation and successful development of new innovative projects aimed at realizing the competitive advantages of the region. At the regional level, technological ecosystems of universities are becoming an effective innovative tool for economic development. It is fundamentally important for a regional university in current conditions to find a balance between fundamental and applied research (commercial and non-commercial components of activities) when making decisions about launching new or adjusting existing programs and projects. Orenburg State University acts as the center of the educational space of the region, accepts requests from interested parties (stakeholders) in order to adapt educational activities to the modern demands of society and the economy. The largest regional university in the region has the opportunity to train personnel for priority areas, modernization and technological development of the region’s economy. The University’s competencies in the field of research, analytical and expert activities make it possible to create a database of best practices and recommendations for improving the effectiveness of innovation and technological entrepreneurship. In the current situation, it is important for the university to prioritize its research, focus more on the issues and problems of innovative development of the region, as well as develop practical recommendations to minimize risks and overcome the main limitations.  In modern conditions, it is fundamentally important for a regional university to focus research on the problems of innovative development of the region and develop practical recommendations for overcoming the main emerging constraints and risks. As a new management task for the university administration, the need to ensure the continuous development of expert competencies of university teams is determined.

ACTUAL PROBLEMS AND PROSPECTS OF TARGET ADMISSION TO UNIVERSITIES OF THE ORENBURG REGION [№ 10 ' 2017]
The article considers the problem of improving the legal framework that is designed to regulate relations of targeted admition, employment and, in general, staffing in the Orenburg region is relevant. The purpose of the study was to identify the specifics of the organization of targeted admission to universities in the Orenburg region. 2 528 applications for the period from 2014 to 2017 from municipalities were studied. The “efficiency of targeted admission” indicator was determined in the context of municipal entities, the most popular areas of training. There is a general decrease in the number of applications for targeted training for 2014-2017 by 3%. Structural analysis of the causes revealed an increase in applications in the Orenburg State Medical University, “Medicine”. The increase in applications to the Orenburg State Pedagogical University is associated with the emergence of directions with two training profiles. The decrease in the number of applications for targeted admition to the Orenburg State Agrarian University is due to the predominance of private enterprises in agriculture and the low prestige of entrance to agricultural training areas. The efficiency of the target admission in 2017 was about 44.5%. During the work of municipal entities, the ratio between the number of applications and the severity of the selection of applicants applying for targeted education is not always balanced. There is a need for legislative regulation of the minimum social support provided to students on the target quota.

MODERN INFORMATION TECHNOLOGIES AS A FACTOR OF COGNITIVE INDEPENDENCE DEVELOPMENT BY UNIVERSITY STUDENTS [№ 9 ' 2010]
In the article is considered the role of information technologies in development of student's cognitive independence. The emphasis is made on the axiological characteristic of university's education informatization, the focus is made on the value and rational development of personality with the help of information technologies. The main figures of cognitive independence development of university's students are shown; the examples of Web-technologies use in university's educational process are given.
