Any administrative decision and practical action in the field of development of economy of the region is estimated proceeding from in what measure it guarantees improvement of material and cultural and community service of the population. It is proved that a kernel of management of regional development is the mechanism of management of region economy. It is revealed that the main requirement to the mechanism of management of economy of the region is its flexibility and ability to react to changes in a target orientation of development of regional economy depending on change of the purposes and the tasks changing according to the general strategy of development of the state.

FORMATION AND REALIZATION OF STRATEGY OF DEVELOPMENT OF THE REGION ^{[№ 8 ' 2012]}
It is defined that it is expedient to understand process of definition of such purposes, reference points, the priority directions of economic and social development and ways of their achievement which realization provides effective functioning of regional social and economic policy in long-term prospect, fast adaptation to changing conditions of the external and internal environment and increase on this basis of quality of life of the population as strategy of management of social and economic development of the region. It is proved that management of realization of strategy demands a comprehensive approach with orientation to the end results and the accounting of the basic principles. It is found out that value of strategy of management socially-economic development of the region is that she allows to solve problems of territorial administration effectively.

It is defined that for improvement of regional policy the Russian Federation an appreciable role could play: concept of poles and growth centers (France), policy of development of special economic zones (China), territorial planning (Japan) of market programming (France) and other achievements of foreign countries. National and regional programs ecological, demographic, agrarian, social and other directions, developed and realized in the different countries of the world are worthy. The analysis of the international experience testifies that for increase of stability of regional development in modern conditions except institutional preconditions it is required to create effectively functioning economic basis.

Each region needs efficient control. Regional government includes set of principles, functions, forms and methods of system influence on social and economic processes in the region, providing economic activities coordination, realization of the specific potential, the expanded reproduction of conditions of ability to live of the population, updating of economy and social sphere of the region, directed on improvement of quality of life of the population according to modern public requirements on the basis of rational use of resources taking into account territorial factors and local features. It is revealed that developments of a control system by region it is caused by objective factors. Principles of a control system are defined by region economy. Making control systems of region economy are investigated.

THE ROLE OF INFORMATION IN MUNICIPAL INSTITUTIONS’ TAX POTENTIAL ESTIMATION WITH THE VIEW TO MAKE INTERBUDGET LEVELING ^{[№ 10 (app.1) ' 2005]}
The article is dedicated to the problems of two interconnected and interdependent realities of interbudget relations: assigning of uniform norms of dues and fees to municipal institutions, evaluation of a municipal institution’s tax potential within the framework of evaluation of means allocated to it out of Financial Support Fund. These indices’ objective calculation is feasible only on the basis of reliable information on all used indices. Besides methods of their calculation depend on the availability or lack of these or those databases.
