The sources of financing of Territorial programs of government guarantees for providing the citizens of the Russian Federation in Orenburg region free medical care were studied. The technique of formation the List of the most effective and less expensive drugs for therapy of children with bronchial asthma and allergic rhinitis in stationary level was propounded with the purpose of rational use of budget funds.
