This article is an investigation of the work by I. Kant "Toward perpetual peace" in context of jus ad bellum. The major positions of the work were considered and is made an attempt to identify their problems in this article. There is a try to examine mutual relations between theoretical and practical parts of Kant's philosophy in context of the work by Kant "Toward perpetual peace". The practical background initiating the need in jus ad bellum is detected in the light of I. Kant's work "Toward perpetual peace".

EARLY DIAGNOSTICS OF SYMPTOM "DRY EYE" AT KERATOCONUS BY METHOD MENISCUSMETRY ^{[№ 12 ' 2012]}
There were investigated states of eye surface at keratoconus by noninvasive method OCT meniscusmetry. Patients were examined as according to the standard method so with the help of cornea central thickness measurement (Allegro Oculyzer) and keratotopography (Allegro Topolyzer). There was established that disfunction of tear film stability occurs on the background of lacrimal fluid production normal dimension.

REMOTE ACTINOTHERAPY OF MAMMARY GLAND CANCER AND ITS INFLUENCE ON CONDITION OF CARDIOVASCULAR SYSTEM ^{[№ 12 ' 2005]}
In the work the brief review to actinotherapy methods of mammary gland cancer and the analysis is given of studying results of morpho-functional condition of cardiovascular system at their application. Original research is carried out at 47 women, suffering with a mammary gland cancer, up to and within one week after the termination of course of treatment on devices of remote gammopathy "AGATE - R" and "AGATE - S" at a total doze 44-46 Gray. Decrease of adaptable opportunities of the cardiovascular system is established, confirmed by increase of a tachycardia and decrease of variability of an intimate rhythm. Defeats of a pericardium are clinically significant. The opportunity is determined of the prevention of adverse effect of remote beam therapy on cardiovascular system by retarding agents of angiotensin converting enzyme.
