DNA-DAMAGING EFFECTS OF NANOPARTICLES NI° AND NIO FOR EXAMPLE A PLANT SPECIES TRITICUM VULGARE [№ 10 ' 2015]
The effects of spherical nanoparticles of nickel Ni˚ diameter of 70 ± 0,3 nm and nickel oxide NiO diameter of 94 ± 0,3 nm in three dilutions — 0.025, 0.05 and 0.1 M at the root of the 4-day seedlings of Triticum vulgare. After 48 hour incubation with nanoparticles plants recorded dose dependent increase in DNA fragmentation. Electrophoretic separation of DNA showed the change in mobility from the perspective of reducing the amount of content the least migratory agarose gel closest to the start of the fragments form I (1000 bp), constituting the largest amount in the control samples, and the transition of the bulk of the DNA fragments from -flowing nucleotides (form II — less than 1 000 bp). Thus, under the influence of NPs Ni° and NiO in concentrations 0.025–0.1 M there was an increase of less than 1 000 bp fragment (form II) to 53–59 % and 55–59,8 % with simultaneous reduction of form I at 16,6–20,9 % and 15,6–22 %, respectively, compared to the control. The calculated results for the coefficient electrophoretogram of DNA damage in the case of 0.025, 0.05 and 0.1 M nickel nanoparticles was 1.052 ± 0.009, 1.126 ± 0.043 and 1.2 ± 0.03, and nickel oxide nanoparticles — 0.982 ± 0.02, 1.053 ± 0.013 and 1.192 ± 0.21 (against the background of the control 0.398 ± 0.05), respectively. Linear DNA profile electrophoregrams testified that nanoparticles at low concentrations (0.025 and 0.05 M) cause system degradation to discrete DNA fragments from the nucleotide-flowing transition from the bulk of the DNA in the region of less than 1 000 bp and the concentration is 0.1 M appearance of apoptotic "steps" represented by a group of split peaks located descending area, in which a multiple number of DNA 180 bp.

EFFECTS OF SYNTHETIC ALKYLRESORCINOLS ON DNA TOPOLOGICAL CHANGES, MEDIATED BY REACTIVE OXYGEN SPECIES IN VITRO SYSTEM [№ 6 ' 2015]
The problem of live systems protection against an oxidizing stress by means of various low-molecular organic compounds capable to neutralize reactive oxygen species attracts the growing interest in search, study and prospects of practical use of both naturaland synthetic antioxidants. Alkylresorcinols known by the function of adaptogens at plants and microorganisms can be also included to their number. In turn, a well-documented effect of alkylresorcinols concerning biopolymers and cells is change of their functional activity and resistance to extreme influences. Because the genetic structure is a one of the most vulnerable targets of various destructive factors, including oxidizing stressinductors, the aim of the work is experimental justification of a role of synthetic alkylresorcinols differing in chemical structure in protection of DNA against reactive oxygen species. The effects of destruction of topologically various molecules of pUC19 plasmid DNA associated with formation of single-stranded breaks and which are expressed in change of a ratio of the supercoiled and nicked molecules under the influence of reactive oxygen species are estimated by agarose gel electrophoresis. The system of photochemical induction of superoxide anion by a spontaneous reoxidation of photoreduced flavin with the subsequent formation of multiple active forms of oxygen is used as a model of an oxidizing stress. The significant prevention of DNA deep degradation in the presence of alkylresorcinols, directly dependent both from length of their alkyl and from the used concentration as compared with the oxidized tests is shown. On the basis of data of infrared spectroscopy the question of possible transformations of alkylresorcinols protecting of DNAconformation in the conditions of an oxidizing stress is discussed. The experimental studies of protector effects ofalkylresorcinol from reactive oxygen species concerning to DNA molecules are forming a basis for pharmaceutical preparations development.

OPTIMIZATION OF FINANCING HIGHER EDUCATION: MODERN RUSSIAN AND GLOBAL TRENDS [№ 4 ' 2015]
The article considers the issues related to financing education sector, funding of higher education, particular budget financing, financing pedagogical universities, the need to improve efficiency in funds usage in the higher education system, optimizing the cost of financing formation, mergers and acquisitions in the higher education system, synergies from the merger of universities.the main directions of minimizing the cost of funding for education, mergers and acquisitions, the mechanism of public-private partnership. The contradictory nature of market relations in the education sphere, the educational infrastructure of the market, increasing competition, providing quality educational services, duplication of specialties (training areas) provides by classic, technical, industrial and pedagogical universities. Integration processes occur in developing interactions between its elements for the growth of holistic properties of systems are not new in the industry, agriculture and other industries in the field of malware is a new stage in the development of education, not only in Russia but also abroad. It is known that by combining interests in horizontal or vertically integrated combination provides a synergistic effect: the creation of a unified scientific-research base, accelerating the development of innovative universities, savings on transaction costs, efficient use of material and technical base, entering the ranking of top 200 world universities , effective use of budget resources and the possibility of raising funds for investment purposes. Federal policies and the script higher vocational education (HVE) financing higher education "based on demand" model, which has a number of competitive advantages that can not be the basis of social development. Russia's lack of mechanisms to facilitate the implementation of areas: the effective implementation of the advantages of this scenario: in particular, the mobility of students and the magistral staff (MS), loans, and the difference between the public and private sector of education. Adequate and operational mechanisms of evaluation and accreditation are important, including independent monitoring and IT-technology.

This article is devoted to the analysis of bill payable management in industrial enterprise. The author analyzes following questions: influence of turnover rate on obligations of the enterprise. The author suggests general variants of optimization of bill payable and trends promoting effective management of bill payable in industrial enterprises.
