The article addresses the refinancing of credit organizations. It identifies the mechanism of refinancing as a process of liquidity regulation. It reviews historical experience of the Russian Empire associated with refinancing. It defines the characteristics of refinancing for credit organizations at the present stage, suggests options for changing elements of refinancing scheme.
