THE CONTENT OF REGIONAL SOCIO-ECONOMIC POLICY IN THE SPHERE OF EMPLOYMENT: A THEORETICAL APPROACH ^{[№ 8 ' 2015]}
Russia's transition to a market economy has required a deep economic reforms in employment. Drawing on international experience, in the Russian society have been developed and enshrined in legislation, particularly the Constitution of the Russian Federation and the Federal law "About population employment in the Russian Federation", the main directions in the sphere of employment. Thus, we should not forget that the transformation of the social structure of Russia in 90th years of the twentieth century put on the agenda the task of choosing a new social model of the state and the formation of new social institutions. Improvement of socio-economic policy in employment is any qualitative changes, i.e. changes in the composition of the elements present links within them and as a result of changes in the entire socio-economic system. It should be emphasized that a special role in the implementation of socio-economic policy areas of employment given to the provision of unemployment benefits. Benefits associated with protection. They are paid in the form of partial or temporary loss of income, but, at the same time, the implementation of the policy should be implemented in such a way as not to reduce the incentives for the generation of income or to find jobs. Think it is worthwhile to note that the effectiveness of the implementation of regional socio-economic policy in the sphere of employment of population in modern conditions in the Russian Federation, in addition to institutional conditions, requires the improvement of the functioning of organizational-economic mechanism, by the designation of new forms of relationships between the state, employers and employees.

SCREENING POSSIBILITIES OF DIABETIC RETINOPATHY ON THE BASE OF MOBILE OPHTHALMOLOGIC TREATMENT AND DIAGNOSTIC COMPLEX ^{[№ 4 ' 2013]}
It is known that prevalence of the main complications of diabetes is 20 — 50% higher than the registered one. It is shown that only in Russia the mobile ophthalmologic medical and diagnostic module (Samara) does real carrying out screening epidemiological researches on distribution of a diabetic retinopathy in the territory of the Samara region with possibility of rendering the specialized ophthalmologic help to patients.

THE INTRASTROMAL CORNEAL SEGMENTS KERARING IMPLANTATION IN CORRECTION RESIDUAL AMETROPIA AFTER EPIKERATOPLASTY BY KERATOKONUS ^{[№ 4 ' 2013]}
The intrastromal corneal segments Keraring were implanted for correction of residual ametropia after epikeratoplasty to 8 patients (8 eyes). As a result, the value of corneal astigmatism decreased from -10,83±0,79 D to -3,45±0,89 D, the refractive power of the cornea — from 53,16±0,73 D to 45,45±1,39 D; visual acuity improved from 0,07±0,02 to 0,45±0,05. The intrastromal corneal segments implantation is an effective way for the correction of residual ametropia after epikeratoplasty.

Any administrative decision and practical action in the field of development of economy of the region is estimated proceeding from in what measure it guarantees improvement of material and cultural and community service of the population. It is proved that a kernel of management of regional development is the mechanism of management of region economy. It is revealed that the main requirement to the mechanism of management of economy of the region is its flexibility and ability to react to changes in a target orientation of development of regional economy depending on change of the purposes and the tasks changing according to the general strategy of development of the state.

It is defined that it is expedient to understand process of definition of such purposes, reference points, the priority directions of economic and social development and ways of their achievement which realization provides effective functioning of regional social and economic policy in long-term prospect, fast adaptation to changing conditions of the external and internal environment and increase on this basis of quality of life of the population as strategy of management of social and economic development of the region. It is proved that management of realization of strategy demands a comprehensive approach with orientation to the end results and the accounting of the basic principles. It is found out that value of strategy of management socially-economic development of the region is that she allows to solve problems of territorial administration effectively.

FORMATION OF STRATEGY OF SOCIAL AND ECONOMIC DEVELOPMENT OF REGION ^{[№ 13 ' 2011]}
Necessity of working out of methodological approaches, conceptual theoretical and applied aspects of a complex scientific problem of formation of a regional social and economic policy in the conditions of modernization of economic space of modern Russia is revealed. It is proved that the problem of formation and realization of an effective regional social and economic policy is essentially staticized at the present stage of development of Russia as proceeding market transformations and integration of national economy into world economy structure cause qualitatively new requirements to competitiveness of a way of the organization of economic space of the country, an estimation of the contribution of regions-subjects Russian Federations in development of the general social and economic system, to results of integration interaction between separate regional complexes. Approaches used are opened at formation of a social and economic policy of region.
