As the economic category property exists irrespective of will and consciousness of people. The property as the main relation of any economic system reveals through all system of the economic relations. It is defined that the economic relations can be considered as in wide, and in the narrow sense of the word. In the narrow sense of the word they include the relations characterizing social and economic type of a social production. In the broadest sense they along with the social and economic join the organizational and economic relations arising in connection with the organization of production as those and characterizing a condition of production irrespective of its social and economic form.

FORMATION OF STRATEGY OF SOCIAL AND ECONOMIC DEVELOPMENT OF REGION ^{[№ 13 ' 2011]}
Necessity of working out of methodological approaches, conceptual theoretical and applied aspects of a complex scientific problem of formation of a regional social and economic policy in the conditions of modernization of economic space of modern Russia is revealed. It is proved that the problem of formation and realization of an effective regional social and economic policy is essentially staticized at the present stage of development of Russia as proceeding market transformations and integration of national economy into world economy structure cause qualitatively new requirements to competitiveness of a way of the organization of economic space of the country, an estimation of the contribution of regions-subjects Russian Federations in development of the general social and economic system, to results of integration interaction between separate regional complexes. Approaches used are opened at formation of a social and economic policy of region.

It is revealed that the estimation of productivity of management of state ownership in regions Russian Federations is directed, on the one hand, on revealing of essence and the maintenance of management by state ownership, and with another — on results of managerial process by state ownership. Methodical recommendations are developed according to management efficiency by state ownership system in the regions Russian Federations promoting, on the one hand, achievement of the property purposes of region, and with another, to increase of property incomes in budgetary system.

REGIONAL PROPERTY AS AN OBJECT OF MANAGEMENT: ECONOMIC AND LEGAL ASPECTS ^{[№ 1 ' 2010]}
The necessity of state regulation of the process of property relations transformation is proved in this article. Positive changes in the sphere of standing and development of legal bases of privatization, development of private property and strengthening of state sector on the regional level are marked here. Also the authors of the article determines the problems, lacks, disputable questions demanded normative permit and regulation, and also suggest the ways of their solution.
