MODELING OF ECOLOGICAL AND ECONOMIC INTERACTION BASED ON QUANTILE KUZNETS CURVE The article is devoted to the empirical testing of the hypothesis of environmental Kuznets curve at the intra-regional level (by Orenburg region municipalities). Official statistic data provided by the Local Agency of Federal State Statistics Service of the Orenburg region is the information base of research. The data include the information about the total amount of pollutant emissions from stationary sources (by municipalities of Orenburg region) and the information about the value of the gross regional product of the Orenburg region in the period 2000–2012 years. The problem of the lack of statistical data on the gross domestic product in the context of municipalities is solved by using estimates of gross municipal product by the method of the Global Urban Observatory, acting within the framework of the United Nations Centre for Human Settlements. The author was first invited to consider the environmental Kuznets curve model as a model of quantile regression to obtain a more complete understanding of this phenomenon and to account for a significant differentiation of the Orenburg region municipalities in terms of emissions. According to the assessment results it is concluded that in the reporting period hypothesis does not contradict sample data only for a small quantiles. We can expect economic growth reduce pollution only for municipalities with small volume of air pollution emissions. In areas with high volumes of emissions (top quintiles) hypothesis of environmental Kuznets curve is not confirmed. The results significantly change the perception of conjecture environmental Kuznets curve for the Orenburg region "on average".Key words: environmental Kuznets curve; ecological and economic modeling, pollution, quantile regression, panel data.
