HIGHER EDUCATION IN RUSSIA AND IN THE ORENBURG REGION: THE STATE AND PROBLEMS OF DEVELOPMENT
The article discusses the development of higher education in Russia and in the Orenburg region, analyzes its reform and the university system. Particular attention is paid to the spatial location of universities and the role of universities in the development of resource-type regions. The study was conducted using methods of comparative analysis, comparison, generalization, synthesis, tabular and interpretation of the results obtained.
The purpose of the study is to identify trends in the development of higher education in the Orenburg region and develop practical recommendations for its improvement. The article compares the development of higher education in Russia, in the Volga Federal District and in the Orenburg Region, as well as in different types of regions. Using the example of the Orenburg region, it is shown that the positions of universities in resource-type regions are deteriorating. This is manifested in a decrease in the number of students, a reduction in the teaching staff and in the loss of competition for status university. However, regional universities play an important role in the development of the productive forces of the region: personnel training, scientific research, improvement of cultural space, development of international relations, etc. Recommendations are offered on strengthening the base of regional universities, providing conditions for the employment of graduates in the region, organizing the “feeding” of teaching staff by graduates of high-status universities of the country. In conditions when the paradigm of higher school development is directed towards academic capitalism, it is proposed to distinguish between commercial and academic activities, that is, some are mainly engaged in the commercialization of research results, others are mainly engaged in teaching activities. The theoretical and practical significance of the research lies in the fact that it contributes to the theoretical understanding of the processes of higher school development and provides an opportunity to use proposals for improving higher education education in the region.

Key words: higher education, reformation, resource regions, universities, spatial development, development directions.

STAFFING OF RESEARCH AND INNOVATION ACTIVITIES IN TERMS OF IMPORT SUBSTITUTION
In the terms of use of Western sanctions against Russia the priorities of the authorities of the country and regions is a substitution. Import substitution involves the development strategy and economic policy of import substitution to protect domestic consumers by substitution of imported goods of national production; the shift to knowledge intensive production. National program of import substitution should be realized in three areas: production of goods, the analogue of which is produced in the country is insufficient; the production of goods which are not produced in the country; the goods in the country to produce unprofitable or impossible, and reduce and consumption. For successful import substitution need to take care of training, effective use of human capital, especially its intellectual component. However, in the Orenburg region the last decade has seen a reduction in the number of scientists and researchers. In 2013, the number of personnel engaged in research compared to 2000, a decrease of 1.7 times, while the number of researchers decreased by 1.9 times. A positive trend is the increase in 2 times the number of universities engaged in research and development. As a result of these processes has reduced the number of granted patents for inventions and utility models. Restocking working in the field of research must occur at the expense of University graduates and postgraduate courses. Here the following should be noted: the increase in the number of employees in the universities are not accompanied by an increase in human capacity because of the decline of interest of young people in employment in the scientific field due primarily to low wages and lower academic status. Decline in the training of graduate and doctoral students. The current situation in the scientific and technical complex of the region is threatened by the exhaustion of intellectual potential, the discontinuity in science, the loss of tradition, experience, knowledge. In connection with the deployment of import substitution it is important to ensure the preservation and development of human scientific-technical complex. For this it is necessary to raise the prestige of the scientist to provide social guarantees researchers. Special attention should be paid to training of specialists in innovation management, intellectual property management, innovation and investment projects. To participate in the financing of training and retraining of personnel for innovative management of the need to attract leading enterprises of the region and the Government of the Orenburg region.
Key words: import substitution, research and development, scientific training, innovation management.
